OSMRE’s ethics program’s purpose is to strengthen the public’s confidence that OSMRE business is conducted with impartiality and integrity. The public trusts our employees to make decisions that are in the best interest of the public. Therefore, beyond government-wide ethics regulations, our employees follow ethics rules that are specific to OSMRE, such as 30 U.S.C. 1211(f), 30 C.F.R. Part 706, 43 C.F.R. 20.402 and 5 C.F.R. 3501.104(a). All OSMRE employees are prohibited from having any financial interests in surface or underground coal mining operations under these rules, for instance.

A collection of statutes, executive orders, and regulations applicable to all Federal employees underscores the notion that public service is a public trust. The criminal bribery and conflict of interest statutes (18 U.S.C. 201 and 202-209, respectively) are the core of the ethics program governing Federal employees. These statutes are implemented, in large part, by the Standards of Ethical Conduct for Employees of the Executive Branch, 5 C.F.R. Part 2635.
